Maurya was born on January 2, 1954 in Chakwadh, Pratapgarh, Uttar Pradesh in Badlu Maurya. He is married to Shiva Maurya, with whom he has a son and a daughter. His daughter is a Member of Parliament, Lok Sabha de Budaun. He attended Allahabad University and earned a Bachelor of Laws and a Master of Arts degree.
Maurya has been an MLA for five terms. She represented the Padrauna constituency and is a member of the Bhartiya Janta Party political party. He previously he was a member of the Bahujan Samaj Party and was elected at the assembly as a member of the BSP.
